How can I become a signal provider?

Anyone can be a signal provider and can select that option when you link your account. Navigate to account, if linking for the first time click link a trading account, otherwise go to settings and select link another trading account. Then chose provide signals for other to copy and enter your trading details: server, trading account number, and trading password.
